Denmark has come upon a wonderful system for supporting the arts. They used to pay a subsidy to artists so they could get by. You can guess that such a system can get out of hand and is prone to cronyism (who is to say who is an artist who needs to be supported?) So they replaced it with tax deductions for businesses who _buy_ art from artists. This incentive makes businesses positive to the idea of buying art (they can deduct the outlay) and since the artist is making money, the government doesn't have to hassle with grants.
