You might as well develop it, but the chances of getting much off it 
are pretty  slim. Three stops over works fine, although not ideal. 
One stop under is usually the extreme limit. Pushing doesn't do much 
for the darker areas, and three stops under means most of the image 
is 'darker areas'.
