No it is not "cheating" and anyone who says it is ought to be trashed. 
The word cheating implies something fraudulent. Fraud against whom? Had 
I been printing the negative in my darkroom, I would have certainly 
burned in the background. The world is too full of real problems to 
become obsessive-compulsive about Photo Shop manipulations.
