Hi Leo, I am a tea addict. It is increasingly difficult to find a good 
cup of tea anywhere in the UK, it is no longer a popular "middle class" 
drink - we are invaded by Starbucks and wanabees. High tea is a meal. 
We, on the farm, used to have breakfast, lunch (called dinner!) and 
high tea about 6.00 pm. We did not have dinner. It was, apparently, 
much more healthy but most people eat their main meal in the evening 
nowadays.
The Savoy is well known for its high tea. One needs to book and it is 
expensive I believe. I have a friend who goes fairly often who says the 
sandwiches and cakes are excellent - she has never mentioned the 
quality of the tea! Fortnum and Mason is a good bet as is Harrods, most 
traditional hotels do high tea in the afternoon.
A Cornish cream tea is nice. Tea with scones, strawberry jam and 
clotted cream (another addiction) - the cream goes on the scone with 
the jam. You may even get a mini cream tea on your flight, depending on 
airline.
Hope you enjoy London, it is 33 years since I lived there otherwise I 
could give more up to date advice on good restaurants, there is 
fabulous food in London but the ones near the obvious tourist areas 
tend to be overpriced and average to poor, they rely on geography 
rather than quality to maintain their custom, not unique to London.
