A couple of thoughts:

I assume you're adding the border thru the Print with Preview Output 
dialog where you specify a value for the border.  The quick & dirty fix 
is to change the foreground color to black and increase the canvas size 
by a couple of pixels in each direction before printing.

Have you downloaded the latest Epson drivers?

If your printer is using the USB interface, are you going through a 
hub?  Hubs can do unpleasant things to print jobs.
