Or we can have Halliburton go down there, feed the people for $50/bowl

Nathan posited the effect of macro policies.  Using Franco's Spain as an
effective example of what happens when the government or rule of law
effectively removes most incentives to initiate progress.

I would like to add that without a population of individuals willing to
risk then even liberal democratic government rule will not advance a
society.  Tina's use of the heifer project illustrates this.  In a part
of the world that is poorer than most of us can imagine; some
individuals are willing to try something new, keeping large livestock.
In doing so, their diet is improved, child mortality diminishes, more
time is available to consider something beyond truly basic survival.
Hopefully, that time and energy will go into improved sanitation and
hygiene, better agricultural practices, more education for children, and
a little bit of looking out.

The last thing needed for a group to dramatically improve its
socio-economic standing is a legal-cultural framework that drives people
to imitate, improve, and expand on what the Jones's are doing instead of
taking what the Jones's have.
