It wasn't actually an attachment, though I know that Outlook flags them
as such.
It was a "text part". The original message had some forbidden content in
it, and the software removed that. Making a cut in the message divided
it into two parts, neither of which is an attachment to the other.
Microsoft mailers have never heard of multi-part messages outside the
context of attachments, so they flag such things as attachments.
