Hi Dan,
Plattdeutsch, usually pronounced Pla-dutsch, is indeed from Northwest 
Germany - Lower Saxony and Schleswig-Holstein,
Before the WW-I a more or less feudal system of farming, "Leibeigentum", 
close to slavery was the norm in that area
and forced many of the rural workforce to leave Germany for the New 
World. The Penn-Dutch are often thought to have been from Holland, far 
from it most were German. Their language is, in some respects, quite 
close to English, so it would have been quite easy to mix the two.
A few years ago there was a play on TV here in Germany set in the NW, 
the TV company had to use sub-titles when it was
shown in Bavaria.
