If the editor is a friend of yours, you should be able to settle the
matter over a beer.  No need to write up a bill and send it off in the
mail all official like.  Good way to lose a friend.  People make
mistakes; if they are good people they correct them.  Is it important
to you to get some money out of it?  Are they a non-profit?  Can you
'donate' the photo and get your compensation from the govt rather than
put a crunch on a small publication?  How about getting them to give
you a four or five page spread of your photos and maybe generate some
other business out of it.
