You are correct, all software has bugs, but there are bugs and there are
bugs. If a company continuously releases software with major bugs their
market presence will soon begin to evaporate.

All SW is buggy.  You want customers to buy YOUR buggy SW, not your
competitors.  Meeting company deadlines maintains your market presence.
It
is a management mandated approach, not a vote by committee approach.  It
is not very much liked by engineering, who rightfully, wants to release
SW that is bug free.

Getting good SW engineers to work towards deadlines is harder than it
sounds.  Losing customers is the best way to having a short term
business. If you involve engineering in understanding WHY it is
important to release on a schedule, they tend to support the decision.
