Naw....   Much of the SW development for Microsoft is done in China ( Taiwan
is more likely than Mainland China...), especially the video stuff.

However, I suspect it was done in Europe..... but it is not the issue of
where.....  It is the issue of release, buggy or not, and then fixing those
bugs on some form of timetable.  It is a matter of survival.

 It is a management decision as to when the product is released.  At this
late date, it is an ominous signal that another delay is instituted, and
further, that it will be AFTER the financial meeting as to the announcement
of the new release date.
