Yes, with a caveat.  Freezing does stop the chemical deterioration 
for all purposes. However, believe it or not, cosmic rays can still 
penetrate even lead-foil wrapped film. So after 10-20 years, the base 
fog on the film will gradually creep up and up and you'll get less 
and less contrast.  So you should use film within 10 years although 
it'll affect fast film much more quickly than slow film
