As others have posted, DC hotels are not cheap, but
since October is not the peak tourist season (there
could be some trade shows or conventions as the
weather is nice), you might have decent luck searching
the various discount travel/lodging sites (quikbook,
priceline, hoteldiscounts.com, turbotrip, etc.).  You
might be able to negotiate w/the hotels & get a better
deal using the discount rate as leverage.

Also, I don't know your exact price range, but if
you're looking for something more B&B-like, I've heard
good things about the Adams Inn
(http://www.adamsinn.com/).

Funny thing is that having lived & worked in the DC
area most of my life, I've only stayed in 1 hotel in
DC:  the Hay-Adams (paid for by the NY law firm I was
working for @ the time).  It is indeed a fancy ass
place.  The Off The Record Bar in the basement is
nice.
