I'm all in favor of supporting your local merchants, even if they are 
chains, but I've had the best luck ordering various papers at most 
reasonable prices from:

If you can't wait, look for a CompUSA or Best Buy, which are more likely 
to have usable photo printing papers than most office supply outlets in 
my experience.
