John,

St. Malo is wonderful, and B&W is the perfect medium to record it. And 
in October you will not be burdened by those annoying blue skies and 
bright sunshine that ruins many a photograph ;-)

You are not going to have problems doing ordinary street photography or 
photographing buildings. Just look at all the pictures I and others have 
posted from Paris, Perpignan and other places in France this year. 
French law is strict, true, but mainly as it applies to commercial use. 
In practice it is no more difficult to do street photography in France 
than in any other European country.
