The choice of the tool strongly depends on what you want to do with your 
blog. Is it more a diary kind of blog, or do you want to publish 
photogalleries, shall other users participate, or shall the visitors be able 
to add comments, and so on. Another question is - do you want to setup such 
a tool on your own domain, or do you want to join a blogger (not Blocher:~) 
website like blogger.com? First solution will lead to quite an amount of 
tinkering, second solution is technically easy (absolutely no programming 
skills needed) but it's not on your domain.

If you want it on your domain, there's an overview of mostly free opensource 
tools here:  http://www.lights.com/weblogs/tools.html  As you can see there 
are very much of them and each has it's + and -. What can be said generally 
is that most of them tend to be overfeatured. I have made a blog for a 
client with b2 (a powerful, rich-featured tool) last year and I had a quite 
long time until it was running.

screengang programming partner Dragan has made last year. He has listed the 
most frequently used packages.
