Has to be either under development or under exposure. Try boosting one or
the other.  If you're using Tri-X or anything like it, use the D76 at 1:1
for 10min @ 68F (20C) with moderate agitation.

Of course you may be shooting flat scenes in which case, expose normally and
over develop by 35-50%.
