I can recommend "Restoration and Retouching with Photoshop Elements 
2" by Laurie Ulrich (Wiley).  I've restored a dozen or so family 
photos of that era using the techniques described in the book and 
have been very happy with the results.  There is probably a later 
edition out now.  Good luck.
