Yes looks like dust.  What aperture do you normally shoot at?  The 
smaller your aperture the more dust will show up.  Wanna see dust?  
Simple just shoot at f22 and a blue sky like you have an you will more 
than likely see spots...then shoot at 2.8 and no spots unless it is a 
huge piece of dirt.
