LR does *basic* retouching for things like sensor dust etc with the spot
healer tool.  It does basic sharpening with both the Sharpening Slider
(Detail Pane) and Print Sharpening.

It does not do any sort of smart selection, but the Targeted Adjustment Tool
(TAT) mitigates this to a large degree by letting you adjust any area and
its tones individually.

Honestly, maybe you only think you need those tools <grin>
