No, the plastic slip-on cap was introduced earlier than that. My  
German produced 35/2 fourth version had a plastic slip-on cap (early  
nineties). All the lenses that took the 12585 cap used a slip-on  
plastic cap that fit on the reversed cap (sixties). Of course all the  
CL lenses had plastic caps as did the Tele-Elmarit (seventies).  
Finally, the new version of the 50/2.8 has a metal cap whether it is  
a black or silver lens.

As to a quality difference in the new 28/2.8 Asph, it is one of the  
few times Leica has replaced a lens and the replacement is  
significantly cheaper. As the lens it replaced didn't have an  
Aspherical element, I think they must have cut back somewhere. If I  
get a 28, it will be non-Asph F2.8 or the Summicron.
