Gerry,

It is not all that uncommon here. We go years with hardly a poppy to be seen 
and they just stay dormant until 
time/temperature/rainfall/non-cultivation all come together in the right 
formula then they explode. Usually in a field that has 
been left fallow (maybe 'set aside') and less commonly in a grain crop.

Perhaps soil structure makes it less likely in Hampshire.
