Here's what the ebay letter says (with links)
   
    
   Buyers will only be able to receive positive Feedback.   
   Positive repeat customer Feedback will count and Feedback more than 12 
months old won't.   
   Negative and neutral Feedback left by the buyer will be removed for 
transactions in which a buyer doesn't respond to the Unpaid Item (UPI) or if 
the member is suspended.
  
Dumping negative feedback from a seller who is suspended is a good thing, 
and so obvious they should have done it a long time ago. That will clear up 
2-3 of my negative feedbacks (I hate to admit it, but I got roped in more 
than once by con-artists)
   
  Making the feedback rating count over the last 12 months will bring me up 
to 100%, but dramatically drop my overall feedback count.
   
  I keep choking, however, when I think about that guy selling camera parts 
in the UK who nicked me last year for 3 negatives after I won and paid for 3 
seperate Leica reloadable cassettes, which he never sent. 
   
  He kept blowing me off with non-resposive emails in garbled english, so I 
left him negative feedback on day 89. Of course he left me with three 
harshly vituperative feedbacks, and then wrote me a gloating email saying 
how his feedbacks on me would really harm me, but that mine on him would 
have no effect. That's what really galls me. He does 2000+ transactions a 
monthy, and maintains a 99% positive even though he averages over 12 
negatives a month; my negatives disappeared from the front page of his 
feedback list within a couple of hours. 
   
  I filed a fraud complaint to no effect. I was even contacted by another 
Brit who had been similarly nicked and was trying to do something about the 
guy in the civil system over there - he wanted my whole story to add to the 
collection he had gathered.
   
  I just checked and the guy is still a registerd seller, and has 144 
negatives in the last 12 months. What does it take for ebay to pull the plug 
on someone?
