The Tamron 18-250 is a good consumer lens.  It is small, contrasty, sharp
enough for the intended use.  Don't let the reviews get you down.  The pixel
peepers always get upset, just buy the lens and enjoy the great range and
small weight.
It will be slow so your friend will have to set an ISO of 800 as the light
drops, but with his Canon quality should still be very high.  Also, as it
has 17 or so elements you can not play hockey with it so take reasonable
care not to bang it around.

At your friends level and interest he just wants a decent lens.  The Tamron
will deliver that.
