With all due respect, Ted, you're wrong here.

If you pull him up before he learns that kicking disturbs the fish, 
he will continue to do it.  He needs to be held under until such time 
as he learns NOT to kick, and then a few minutes longer just to 
reinforce the lesson - such folks rarely learn the lesson well the 
first time through.

THAT would go much further towards solving the problem.
