I never bought toy weapons for my kids, but they made it theirselves with 
wood and carton, or bought some water guns with their pocket money. Kids do 
want to play with kid weapons and it's not that play which leads to a 
disaster. That's a problem of the parents and their laws. 

Fortunately, we don't have such issues here in Switzerland though our weapon 
laws are almost as liberal as in the US.
