absolutely Ric, I could not agree more...

and being "shortchanged on treatment"  implies that a sure diagnosis  
by an expert has been made, of a treatable condition, and the  
treatment for that condition is not given.

this should be a given, should apply to all or most of these  
situations, and that's all I know or care to say...
