That's from amidol exposure.  It gets into your nails and then
oxidises in the air, turning them black.

Pyrogallol is no more toxic than hydroquinone which is in many
commercially available print developers.

There are registered hazardous waste receivers who will dispose of it
for you, but it will probably be expensive.  The best thing to do
would be to advertise to photographers who may want it.  Someone would
be sure to come and pick it up.
