Only if he could also anticipate and visualise the shot, raise the
prefocused and exposure set camera to his eye, frame the shot and take up
the first travel/pressure of the shutter release before it operates. And
then 64 thousandths of a second longer is making a difference!  Sheesh you
guys must be much more critical on this than I. Don't forget to factor in
some reaction time, Go/No Go decision, discrimination and attentional
lapses as well (Wikipedia to the rescue).

All of the 'decisive moments' that I miss have nothing to do with camera
shutter lag. Not since I threw away several earlier digital cameras anyway.
