Check with your local Community Colleges......   Someone will have
facilities that you may access.....  

Failing success there, what you need is 
1) Dark closet for film loading... or bathroom.. or basement.. at night.
2) For contact sheet, you will need ( in the spirit of Edward Weston) a
light bulb, a dark area, room for 3 trays, and a bath tub.
    I found that at night, most bathrooms work fine, just needing maybe a
dark cloth over the window and under the door.  That cloth plus a sheet of
plywood, and your bathroom becomes your temporary darkroom.
