Subject: [Leica] OT: car question for Torontonians

There may be a simple answer for this, but why am I seeing so many cars in 
Toronto with black steel wheels and no hubcaps?  

Snow tires/rims still on? High incidence of alloy wheel theft?  

Maybe cars are optioned differently in Canada, but I have seen a lot of this 
on vehicles usually available only with alloy wheels.

Insights? My guess is snow tires/rims.
