I think that there is no information in that area what so ever and you are
right drying to darken it would make it worse. Though I'd lower the contrast
of the entire pic by quite a bit and that might help a bit.
Some Photoshop major players would experiment with "cloning" in detail from
the pattern of the jacket. I'm sure if it came to that that could be done.
The image really to me looks way  jacked up in contrast like it could have
been printed on 3 but you've printed it on Brovira 6.

It looks like a scan from print. Can you find the neg and give it a go from
that?
