I don't know the Harris, but Kestrels are the smallest Hawk.... about the
size of a pigeon.....
The one factor that can help you spot them.... they bob their tail when at
rest.... 

BTW, a Kestrel is about the same size as the rodent your buddy has decided
to take to lunch.....
