What is the barrier in the center of the image?  Some sort of breakwater?

Hi Jim,
It is an anchored barrier made of wood. Not sure of the function.
Perhaps the water is shallow there and it makes the boaters
avoid the bank. Certainly there is never a large wave action 
in the inlet.
