I think mass produced complex zoom lenses suffer from considerable sample 
variation. The more elements which have to be maintained in position, the 
more likely there is to be variation due to complex manufacturing tolerance 
build up.
The Canon 100-400 zoom has a poor reputation too, but the one I have used 
was quite good I thought.
