Depends who you ask I'd like to visit them all.
London is at the top of the heap my dad went there and shot lots of
Kodachrome with his Contarex bulls eye and Zeiss 50mm f2 lens called a
macro.
This list I just found numbers them like this:

The "World's Greatest Cities", top ten:
1. New York 
2. London 
3. Paris 
4. Berlin 
5. Chicago
6. Barcelona, 
7. Tokyo 
8. Istanbul 
9. Rome
10. Sydney.
