Or dilute to need.....and add time to compensate for higher dilution, if
required....
The other "cheap" problem is not using sufficient developer.  The developer
becomes too weak, wears out, and you get mottling, thin, low contrast, lousy
negs.....

Too bad,,,, it would have been a good shot.....

they are merely an artifact due to the developer not covering the top 1/4 of
the film. Some of the images are salvageable by cropping, but most are not.
Lesson learned: do not be lazy, if there is not enough soup left, mix some
more!
