The scientific definition is that an apochromatic lens brings 3
wavelengths to a common focal plane, an achromat brings 2.  But as you
point out there is no agreement on the source mix, what those 3
wavelengths are etc etc.

In practice, it usually means "a better lens".  The Apo-El-Nikkors are
really apochromatic across a broad range from near ultraviolet to near
infrared.
