Do you mean to take any digital file and convert into a format CS4 will read?

Does Adobe DNG Converter do what  you want?

Does anyone know of a cheap converter that allows
one to change the digital files of nearly every camera into
workable Camera RAW material?

Lightroom 4 does it as does
Capture ONe Pro 7. Is there something cheaper and simpler than
these two programs?

I'd like to convert files and use them in Camera Raw of PS4 before opening
them in Photoshop proper.
