When discussing

photographic illustration

high concept photography

conceptual photography

and "visual communication"

Like it or not
we certainly can give credit when and where due
regarding knowledge of lighting, composition, visual thinking, creativity,
wit, high production values, et al

And photography has a long tradition in this realm:
one my historical favorites is Man Ray
<http://2.bp.blogspot.com/-Bb_89EzGHz8/UJsZTeBdwQI/AAAAAAAADLk/vVw6JhAb2sQ/s1600/man-ray-photography-as-art-ingres-violin.jpg>

Let us recognize and acknowledge that "photography" exists on a continuum
which includes hundreds of genres and approaches with some very blurry lines
between them.
where does Jerry Uelsmann fall on the continuum <http://www.uelsmann.net/> ?

Have a look at this site. <http://art-support.com/photographers.htm>
Scroll down to "Arranged Image and Conceptual Photographers

The world of photography consists of far more than documentary photography.

Every formal portrait = a set up.
Not unlike quantum physics - when the photographer / observer arrives - the
event is altered
