IMHO in all the time that I have been in s/w some of the best - and some of 
the
worst - applications s/w that I have seen has come out of India....and the US
and Europe.

The point is that writing modern s/w is a very complex operation and requires
the right team, with the right motivation. You build that team with the right
skills where you can get it.

Unfortunately many accountants can't tell the difference between buying cheap
labour and buying cheap s/w.

If you pay peanuts... as the saying goes

The same applies in call centres. If you only pay for someone who can read a
script, don't expect to get high customer satisfaction ratings.
