Subject: [Leica] what the heck is going on with this vintage Leica lens?

I got a 35mm 3.5 summaron because it?s relatively small and I thought it 
could be an OK carry around in daylight lens but there?s something crazy 
going on with it. The lens is clean & fungus free. Is this just how the lens 
behaves or is there something hinkey going on? it?s at f3.5 1/500 second. It 
looks like an instagram photo.
