I expect it is snow melt which causes the full flow of the Allier too, its 
source is in the Massif Central, though it drains a massive area overall. 
The Loire canal crosses the river on a bridge near where I lived and one 
could go to have lunch at an Auberge overlooking the bridge and the string 
of locks after it to the new level of the canal after Le Gu?tin. It is 
certainly novel to watch a boat cross the river on a bridge!
