The vulcanite is not part of the camera housing.  It is simply a rubber
based material that is bonded to the housing using an old process not
typically used any more.  Dan was right, it was a temperature/pressure
bonding.  If it were otherwise, it would not flake off so readily with age
(if not cared for).  It is not necessary to replace the housing.  The
vulcanite can be removed by scraping or bead blasting and new
leather/plastic can be glued on in it's place.
