It's a leather conditioner and preservative available at, among other
places, good hardware stores and leather and shoe repair facilities. It's
invaluable for protecting leather belts, straps, and any leather subject to
bending.
Since vulcanite is hardened rubber you can probably use Armor-all and a
whole bunch of protective compounds on it.
