Yes, that's not an uncommon problem. It is annoying, but it isn't 
critical to focusing. On the earlier M cameras, fixing the vertical 
alignment requires a delicate adjustment of a screw behind the screw on 
the front plate just above the lens. I haven't had the problem with my 
M6, but a local repair guy here has adjusted my earlier Ms' rangefinders.
