This is very true.  But if you have a choice between taking a chance at 
1/4 of a second (especially when you NEED the photo for a newspaper, 
etc.) and not getting the photo, that isn't much of a choice at all, is 
it?  Sometimes ultimate sharpness is not the goal of the photograph.
  
In terms of overall success of a photograph, the context in which it is 
taken matters too.  If the photo was clearly taken in less than ideal 
conditions (dim street lights, etc) some lack of sharpness can be 
excused.  However, if your pictures of mountains in  the distance on a 
sunny day are blurred, you have a problem.
