From INSTRUCTIONS LEICA M3 (Leitz publication 11-3d/Engl, 12/59), page 3:

"Intermediate shutter speeds can be set within the range of 1 to 1/8
second, also between 1/15 and 1/30 second, and 1/60 to 1/1000 second (or
the flash speed setting to 1/1000 second)."

In other words, intermediate speeds are available EXCEPT between 1/8 and
1/15 second and between 1/30 and 1/50 or 1/60 second.  Similar wording can
be found in the M4 IB.
