The vast majority of pictures that we refer to in our threads are pictures that do not require text. The longest texts I've seen around HCB pics are the name of a place and a date. That is not what I call a caption. I like to know the name of the person in a portrait (see Tina Manley's site), but that is not what I call a caption either. The caption is that text, made out of complete sentences, that explains to the viewer what is on the picture. The picture then illustrates the text. I agree that both of them together might be more powerful than separately. But the successful picture, IMHO, will be the one that can have a life (i.e. relate to the viewers) without the caption.
