You can learn HTML and use Notepad to build your site.  HTML was designed to be
easy to learn for non-specialists.  The web-authoring products are designed
mainly to separate you from your money, and they generate really bad HTML, and
far more of it than is necessary.

In addition to Notepad, you need some sort of photo-editing program to prepare
your images, and you need some sort of software to move your pages and images to
your Web site (typically an FTP program, but some services require special
software).  That's all you really require.

Buy a little book on HTML and check it out for yourself.  It's probably easier
than you think.
